Cannot export display from linux

Hi Sir/Madam,
 
I opened a telnet session from my machine to the linux machine.
The problem is that I can't open kicker or any other KDE items from my desktop.
I exported display to my machine. Even then It is not working.
Previously I could able to launch kicker in my machine.
If I login as a root then I could able to launch all the X windows in my sytem. The problem arises only when i login as a user.
 
The following error message appears when I type 'konsole' command from my desktop.
Can you please give me a solution?
 
PAM authentication failed, cannot start X server.
        Perhaps you do not have console ownership?

xinit:  Permission denied (errno 13):  unable to connect to X server
xinit:  No such process (errno 3):  Server error.
Couldnt get a file descriptor referring to the console
