There's GTF, which comes with XFree86:

gtf 320 240 60

  # 320x240 @ 60.00 Hz (GTF) hsync: 14.94 kHz; pclk: 5.26 
MHz
  Modeline "320x240_60.00"  5.26  320 304 336 352  240 241 
244 249  -HSync +Vsync

That looks as if it almost matches your needs, though the
hsync is a bit low. The lowest refresh rate mode fitting
those hsync frequencies that gtf will generate for you is:

  # 320x240 @ 60.63 Hz (GTF) hsync: 15.10 kHz; pclk: 5.31 
MHz
  Modeline "320x240_60.63"  5.31  320 304 336 352  240 241 
244 249  -HSync +Vsync
