How to generate a true 60Hz modeline ?

Hi all,

I try to generate a 60Hz modeline using http://xtiming.sourceforge.net/ but I
can't get 60.0000 Hz !? I put my monitor specs : 15.1Khz - 16.8 Khz, (arcade
monitor) then for vertical I use 60 - 60 hertz, and when I try to generate a
320x240 modeline, i get a @61 hertz (actually 61.12) but the input box is set
to 60Hz. If I put 58.96 in the input box, I get (actually 60) but it tells
me : Warning : Refresh rate below minimum of 60Hz!

Is it normal ? Which one is the real 60Hz modeline ? Is there a more acurate
tool that can generate modelines ?
