You wrote you installed the driver from ATI, but wouldn't you use the ati driver then? You could also opt for the radeon driver from XFree86, but vesa really doesn't sound like the driver for you. That might also be what's causing the "smearing" problem. I don't know what the vesa driver can display at 24 bits colours to be honest.
