I have one pci card only: a tv card. I don't find the problem.
Today, I probe with ati drivers instead of fedora drivers, and I obtain this error:
(WW) RADEON: No matching Device section for instance (BusID PCI:1:0:1) found
(EE) RADEON(0): No valid mode found for this DFP/LCD
(EE) Screen(s) found, but none have a usable configuration.
Fatal server error: no screens found
I configure two devices and BusID, but don't work. I don't know where is the problem...

Hmm sounds like a problem with the refresh rate or perhaps you are picking up
interference from perhaps another PCI card, or something generating
electromagnetic interference ie television.
