Shift with Caps Lock problem

Brief Description
-----------------
In certain situations, when the Caps Lock key is enabled, the
Shift key does not work properly with the top row (numeric)
keys. 

For example, with Caps Lock off, pressing the 5 key alone
gives 5, and pressing the 5 key plus the Shift key gives "%".  
With Caps Lock on, pressing the 5 key alone gives 5, but pressing
the 5 key plus the Shift key apparently has no effect.
Specifically:

   no Shift, no Caps Lock:      5 key    gives   5
   Shift, no Caps Lock:         5 key    gives   %
   Shift, Caps Lock             5 key    gives   <nothing>
   no Shift, Caps Lock          5 key    gives   5

Other keys work properly:

   no Shift, no Caps Lock:      A key    gives   a
   Shift, no Caps Lock:         A key    gives   A
   Shift, Caps Lock             A key    gives   a
   no Shift, Caps Lock          A key    gives   A


Platform
--------
IBM Thinkpad, Windows XP, Cygwin, XFree86 4.3.0.1

X is started on the Thinkpad/XP system in startxwin.bat like this:

     start XWin -multiwindow -clipboard


Where it Fails
--------------
The problem occurs with I start a remote xterm or aixterm from an
AIX system (version 5.2), using the display provided by the XFree86 server
running under Cygwin on my Windows XP system.  xterm launched from
a Linux system does not have this problem, nor does xterm launched 
on the Cygwin/XFree86 system.

A quick Google check turns up some Caps Lock and Shift key problems,
but not this specific one.
