Mark Vojkovich resolved the issue. The problem was the result of my not specifying the relative position of the screens correctly. When using the "Screen" entry in the ServerLayout section of the XF86Config file, the absolute position information is specified in pixels. I had incorrectly specified the positions of the two screens.
