It would have been useful to see the monitor section too...
have you tried removing all other resolutions from your modes line? i.e.
Section "Screen"
Identifier "Screen 1"
Device "ATIRadeon"
Monitor "Philips"
DefaultDepth 24
Subsection "Display"
Depth 24
Modes "1152x864"
ViewPort 0 0
EndSubsection
EndSection
