Assuming you have a mechanism to render frames/images, take a look at ImageMagick (www.imagemagick.org). It's a toolkit for manipulating, converting, etc. images. It can be used to generate input to an MPEG encoder.

If you are looking for a tool kit to generate geometry and render images from data, consider OpenDX (www.opendx.org).

would it be technical possible to make a driver generating mpeg streams
instead of addressing a graphics hardware? those streams could be
broadcasted and visualized without the need for x clients.
