Caps Lock and Shift

I'm a real newbie at Linux.  Can someone tell me how i
can get the Caps Lock and Shift keys to work in X the
way they do in the shell?  I would like the shift key
to switch the case of the letters from what the caps
lock would.  IOW, if caps lock is off, Shift gives
upper case letters, if Caps Lock is on, Shift gives
lower case letters.  This is the default behavior of
every computer i've ever used and i find the X default
very frustrating.
