On my primary development machine (Windows 7 x64, IIS 7, PHP 5.5.2), I am experiencing this about every couple of days. I get an FastCGI has exited unexpectedly error and in the Event Viewer, I have this:

The description for Event ID 8 from source Zend OPcache cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

Not enough storage is available to process this command.

I have fixed this 2 different ways. The first is to run opcache_reset() from localhost (a page that is blank except for this command will load for some reason.)
Today, I fixed this by changing the IRPStackSize value in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\LanmanServer\Parameters to 20 (per http://support.microsoft.com/kb/106167.)
Still, this seems like a bug to me.
