Now, that is very odd. Why would gdb32.exe (or php.exe 32 bit in this context) be accessing C:\Windows\system32\ntdll.dll?

Your bug report was talking about
C:\Windows\SysWOW64\ntdll.dll

Mixup of 64-bits and 32-bits?
