I installed cgi without hitch!

cgi.force_redirect = 0

extension_dir =  "C:\PHP\ext"

commented out
;doc_root = "C:\inetpub\wwwroot" // for IIS/PWS

and now it works...thanks...WHEW!

I never found any statement of the necessity of having cgi!

The instructions ramble around
