You may be try also the phpinidir directive in apache so that you does't have to copy php.ini to windows folder.

as PHPIniDir "c:/webroot/php"

It works for me

Well the problem has been really with libmysql.dll. I'm not sure wht is the lib for. But read somwhere about it. Some notice.
But it has been in C:\php
and my               PATH is:

So I don't understand why it hs not been ok for the system.
Now it is runnig without problems.
As I copied it to C:\Windows.
The truth is the same problem was with php.ini. 
Apache didn't read it from C:\php and I also copied it to C:\Windoes
And now I have commented it but have loaded also php_oci8.dll and there were no Warning about this library.
