Your requirement is similar to what I have seen in a number of retail stores.
It is common practice for stores to be provided with a customised Linux desktop environment and a non externally routable IP Address.

Great suggestion. I have actually thought about doing this as well and I was wondering if anyone had a more specific suggestion? I.e. does anyone know of a good minimalist *nix distro that will only allow LAN web browsing? Off hand my first thought is Gentoo, but I haven't ever used it so I don't know if it would work well here.
