Donatas, you were right: The tools > Folder Options > advanced settings, uncheck "Use simple file sharing" was it. The security tab appeared. (Woohoo)
Unfortunately there are still some issues. All the check boxes are grayed out and I'm still unable to give myself execute privileges.
In the security tab, click on "Advanced". At the bottom of the dialog that appears there is a checkbox with the label "Inherit from parent the permission entries that apply...." Uncheck that, select copy in the popup and you should then be able to modify the permissions.
