There is no "command" to install latest wine, check that you are using up to date repos or if the repos has latest wine in different name. If not you must add custom repo/ppa. Even so, you cannot just install.. If you follow the wiki link you must clone the sources, apply patches and compile from source. To import the registry key : Launch 'wine regedit' and then select Registry->Import I'm not sure what you are going to do is going to work tho.
