I guess you tried the straight forward.   wine NO\$GBA.exe and wine start NO\$GBA.exe would have worked. 

Wine command line obeys the basic rules of bash.   All symbols are supported in file-names except  Null on ext filesystems.    Now the shell uses some chars that you have to \ before so shells does not process it.

Basically wine has no issues starting a filename with $ in it if you excape it right with the \

F_style I guess the complete problem has started because you did something you should not.   Basically Linux does not have forbin chars in file names.  Just tricky chars to use in file names.
