VirtualQuery function returns ENOENT

I have a  non graphical application that makes heavy use of IPC resources.  It calls VirtualQuery before attempting to create an ipc shared memory segment and that function returns ENOENT causing the app to abort.  There is ample memory etc.
How would you suggest I tackle this?
