-dxlevel 70 not working?

I launch CS:S from Ubuntu 9.10's  Application >> Wine menu which runs the command WINEDEBUG=fixme-all wine "C:\Program Files\VALVe\Counter-Strike Source\hl2.exe" -game cstrike -dxlevel 70 +cl_drawmonitors 0 +r_WaterDrawRefraction 0 +r_WaterDrawReflection 0 but when in game I check Options >> Video >> Advanced >> it displays the Software and Hardware dxlevel as 9.0.

I can only make it display  7.0 as the software level by using regedit to manupulate DXLevel_V1 in HKEY_CURRENT_USER >> Software >> Valve >> Source >> cstrike >> settings and there's definitely a difference in graphics.

So why does my command for running not do it and does this also mean +cl_drawmonitors 0 +r_WaterDrawRefraction 0 +r_WaterDrawReflection 0 is ineffective and if so how can I create these values with regedit and are they REG_DWORD? [/i]
