I suppose you are running it by double clicking the install.exe. If you run it from a terminal, you get to see error messages which hopefully can better pinpoint the problem. Also, ideally you should use the latest version of wine, or at least the one recommended in the appdb entry. I also see that you have an install.exe whereas the appdb entry mentions a setup.exe. Maybe it's not exactly the same fallout version?
