Remember that unlike broken by design platforms (such as dos and windows) by default creates files writable by everyone. Not so on *NIX. If another user (especially root) creates a file no one else can edit it (in most default configurations). That said. You broke your Wine configuration. Remove ~/.wine directory (yes you will have to use 'sudo rm -rf ~/.wine' to remove all files your user can't touch.
