For IE using Wine try http://tatanka.com.br/ies4linux/ 
 Personally I have Firefox 1.5 for windows on Ubuntu using latest wine from winehq. Its works very well.

To get past this error, you have to register a copy of inseng.dll like so:

regsvr32 inseng.dll
