Look at the first paragraph at the page:

and you will read "Wine is an Open Source implementation of the Windows
API on top of X and Unix."
That means, wine implements some Windows DLL's in order to Windows
programs run on top of it.
And also WINE stands for "(W)ine (I)s (N)ot an (E)mulator". It is
really great!!
