Are you testing with crossover office? This is a wine list, I have no
knowledge about the actual difference with crossover's implementation.

Well the program is crashing before doing anything with the /dev/ttYS's
so the perms are at this point irrelevant.

Yes. You can try two things: run with native win98 dll's for setupx.dll
and setupapi.dll. I've no idea whether they work native in general at
all or particularly in this case, but it is easy to try.
Second possibility is to enter a bug report at http://bugs.winehq.org
with and quote this part of the log, created by a recent wine, about the
unimplemented function.
