Because there are some braindead, sloppy, lazy & incompetent programmers out there who have built MSIE dependencies into their applications. And since some (perhaps many?) of these applications do not have (and sometimes never will) have Linux replacements, we're stuck having to load Internyet Exploder in order to install & run them.
As an example, I have been struggling since at least April 2003 to get eBay's TurboLister to install & run under Wine. Thus far no luck whatsoever. And since eBay seem to be in competetition with SCO & Microsoft for the title of most obnoxious & arrogant bastards company, there's not much chance there will ever be a Linux version of any auction posting utility (because of eBay's API licencing rules & fees, an OSS version is impossible). So if you want to post auctions without some horribly slow & unreliable online web intgerface, you need an offline tool to do the job, and TURDboLister is probably the only usable option (Auctiva's MrPoster uses .NYET, including WindowsForms, so that one's not going to work without the never-to-be-forthcoming help from Auctiva).
