It's not a DOS program. It runs under Linux. It uses Ncurses. I guess
by "dos program" you mean "text mode"

16bit Paradox for Windows is listed at the site below. Although that
is not the official Borland Archive site that offered legacy products
"as is" for free download, so I dont know the legal status of the
files linked from there.
