The release criteria are things that must be complete to trigger the 1.4 release. The "release features" seem to be things that weren't planned, but got added since 1.2 simply because someone took it upon themselves to do so. FYI, the branches aren't "stable" and "unstable"; they are "stable" and "development." The stable branch is stable in the sense of "it doesn't change much." The term has nothing to do with performance.
