REQUEST - Changes in config detection

We are using wine in a Mutli-User Thin Client/Server model, and it would be a 
lot nicer if we can see a few changes in the wine startup/initialization and 
config detection for users.

We are not looking for the users to modify many of hte Wine seetings or 
registries, so what we have done is installed everything in /etc/wine
ie 
/etc/wine/config
/etc/wine/user.reg
/etc/wine/system.reg
/etc/wine/userdef.ref
/etc/winesystem.reg ->/etc/wine/system.reg
/etc/wineuser.reg ->/etc/wine/system.reg

Of course, in order to do this, during installation, we have to cheat and 
create a fake $HOME/.wine directory to perform the registry creation from 
winedefault.reg, and then blow it away after moving the registry entries to 
/etc/wine

Then we have to create an /etc/skel/.wine and 
/etc/skel/.wine/config->/etc/wine/config.

Of course, this doens't help existing users.  We are dealing with users that 
are not computer literate, so we won't be having them run winesetup 
individually, and we DO NOT want them playing with global registries.

No need for 'root' to have a .wine directory, as it never runs wine programs.

What I would like to see is that we detect /etc/wine/config automatically, and 
that wine when it starts, if it doesn't see a ~/.wine directory for a user, 
it would get automatically created.  It can of course, just as in the 
registry entries, take a .wine/config as a precedence.

We would also like to see `regedit winedefault.reg` be able to take a 
destination directory for the registry entries, and NOT require a ~/.wine in 
order to run this.  This would help packagers I am sure, instead of having to 
perform strange and ugly postinst instructions.
