Warnings System Researcher

We seek a Researcher to fill a position that will contribute significantly to a NOAA funded project aimed at evaluating NOAA Tsunami Warning Center (TWC) products and a proposed TsunamiReady Program Improvement Plan (TRPIP). Key responsibilities will include 1) identifying all NOAA TWC warning products and assisting in their evaluation to measure how well the products take into consideration research findings on warning message content, etc; and 2) assisting with pre- and post-test social science surveys measuring the effectiveness of educational programs linked to the TRPIP.

Applicants must have 1) completed either a Masters degree or PhD by the time the appointment is filled, 2) have research experience with warning systems (NOAA NWS or TWC messages or USGS Volcano messages, for example), and 3) have experience in social science research methodologies and data analysis. Additional experiences and characteristics that will be looked upon favorably include the following:

·         longitudinal social science survey research

·         focus groups

·         qualitative and quantitative data analysis

·         GIS

·         highly organized and proven record of effective project management

·         work with other scientists and emergency management agencies at local, state and national levels

 Applicants must be willing to travel substantially, sometimes for 2-3 weeks per trip, to coastal communities in HI, AK, WA, OR, CA, NC, American Samoa or the US Virgin Islands. We seek to fill the position at East Tennessee State University’s Department of Geosciences with a beginning date of January 1, 2011, though the exact starting date is negotiable. ETSU is a large regional university with over 15,000 students, located in Johnson City (http://www.etsu.edu/). The position is a 9 month temporary position and may be renewed twice for a total duration not to exceed 3 years. While we prefer to fill the position at ETSU, strong candidates may be permitted to work remotely from other locations.
