[VLAN] Slow device creation + procfs overflows

I have tested with both 2.4 and 2.6 kernels (debian) and the problem is 
persistent. The other issue with 'can't create proc entry' goes away 
with 2.6 which I attribute to reworked procfs and such, but the device 
creation speed seems to be elusive.
