It depends on how he wants to use vlans.  A single un-managed switch can 
pass arbitrarily many vlans across it..but it will not actually treat 
them as separate broadcast domains.

If you are using an un-managed switch, you can also set up a single port
on a linux machine to route/bridge multiple vlans.

That said, for common vlan uses, it is cheaper to buy a cheap vlan 
capable switch.
