[VLAN] kernel 2.2.18 + vlan patch around july 2001

using another vlan is a workaround. My customer would like to prioritize the
packets without using vlan.
The feature can be considered as a bonus but it exists in cisco switches
(as in other brands according to my readings) and i do not know what 802.1q
says about it because i did not have access to the text.

I would try this using another VLAN and the most recent 2.4 kernel on both
systems.

That wasn't the main reason for the VLAN support, obviously, but if it works
I guess that's just a bonus.
