There is no MTU issue. NICs usually don't complain about _sending_
oversized packets, and the outgoing packet size is all that the MTU
setting on that system can and will affect.

The issue is with _receiving_ oversized packets. And in that path the
MTU of a system just doesn't matter.

qinq will cause fewer cards to work, or require patching again,
because the original problem of accepting oversized packets into the
networking stack has returned, especially if using a new ethertype,
since the card wont like dealing with them.
