As far as I remember, we completely removed the PER_KERNEL option
from the kernel driver.  I'll purge the mention from vconfig next
time I upgrade it.

The PER_KERNEL option was never nearly so useful as I once thought it was,
and the real way to do what it was supposed to do is to use bridging....
