Yes, Fedora which still has
%files
%doc AUTHORS
%doc COPYING
%doc README
%doc NEWS
%{_mandir}/man1/spice-client.1*

In el7, these files have been moved to the spice-gtk package.
Imo, at least COPYING would fit better in spice-glib as this is the
lower-level package, and I prefer to have the license installed
on all systems using one of the packages generated from spice-gtk source
rpm.
