Does the host support hardware virtualization?  Try:

  lsmod | grep kvm

32 bit hosts (eg. Atom) generally do not, although it is possible.
I have a rare 2006-era laptop which is 32 bit and supports the first
gen Intel VT.

Anyway without hardware virt, it's not possible to virtualize guests
quickly.  It's having to do software emulation of every machine
instruction.
