You can buy an android tv box and put libreelec/coreeelec/armbian on it.
I have a mecool ki pro, it cost me ~60€, it has an integrated S2/T2/C tuner (though its linux driver is not as good as the android one) and I'm using it with libreelec. It's small, can decode 4k (though my display is just 1080p) and it consumes very little. Unfortunately I had to switch to tvheadend: while vdr is supplied by libreelec and it works, it has a problem with encrypted channels.
