Convert .* video to .vdr format - how?

VDR does not convert anything, it just passes the MPEG to the driver.
The driver accepts whatever it would also accept coming from a broadcast 
station,
which is mostly wider than what's allowed to put on DVD or VCD.

For PAL/NTSC the driver will keep the video system. 
So an NTSC video stays NTSC and would result into black/white on a PAL TV.
