cVideoRepacker: found system start code: stream seems to be scrambled or not demultiplexed

I am pretty sure that this problem apperars in one of the last three
vdr-versions:

Recording from hr3 with DVB-C:

BER according to femon is below 400, this should be good enough.

I never noticed this with recordings on the DVB-T-device.

On vdrportal three guys reported the same problem.
