Well, according to driver developer Holger W?chtler it should be
ok to tune and set filters in an arbitrary sequence, and it should
not be necessary to wait for a lock of the tuner. The worst that
could happen is that the application receives faulty data, and that's
why VDR's section filtering actually does wait for a lock.

So I'd say this must be a driver bug that may have been hidden by
VDR waiting for a lock after tuning.
