The first entry seems to be broken too, try the following:
<VOX;RTLWorld:666000:I0C23D0M16B8T8G8Y0:T:27500:545:546=deu:551:0:16418:0:0:0>
of course without the <>.

I had this problem, too. Did you generate your channels.conf with 
scandvb's vdr 1.3 output option?
