Yep, I tried to. It didn't help. Are you saying the same sequence of commands 
works for you with the current HEAD?

I am able to get over with this:

$ ../util-linux-ng/configure \
CFLAGS="-I../shlibs/blkid/src -I../../../shlibs/blkid/src -I../../../../shlibs/blkid/src"
