For mount man page: doc for new mount [fat] option (tz=UTC)

A patch I submitted to the Linux kernel was merged into the mainline 2
days ago, and it adds a new option to mount for fat filesystems.  Here
is the diff for the Documentation/filesystems/vfat.txt file.  It
probably should also be added to the "mount" man page (if this is not
the right list for this, let me know):
