That's actually a nice idea, well fitting our specific constraints,
covering all calls, and costing around zero lines of code. I can see
only two arguments against it:

 -1) Once the adjfile placed elsewhere, a link can be seen as noise in
/etc (by ordering maniacs).

 -2) Can't work if the filesystem doesn't support symlinks.

Well no. We discuss here only this single setting, but the file could
contain other ones (equivalent to --directisa, --jensen, --rtc=...).

But --adjfile doesn't conveniently cover hand calls of hwclock.
