You are right,  it should be a configure option.

This seems to be a catch-22 situation. The change was intended for
running several machines from the same image and the rootfs mounted ro. 
But, of course hwclock needs to run before any other local filesystems
are checked and mounted, which runs into problems when /var is a
separate partition.
I need to think about this again...
