Active maintainence is the single reason for merge util-linux and kbd?

I vaguely feel that kbd and util-linux are a bit different,
maybe mainly because kbd comes with a lot of data files,
but otherwise would not have any objections.

His current work-in-progress tarball is visible at

I want to release bugfix version to consolidate a patches from different vendors.
