Yes, true, kbd-1.12.tar.gz was 2004-01-16, over three years ago.

I vaguely feel that kbd and util-linux are a bit different,
maybe mainly because kbd comes with a lot of data files,
but otherwise would not have any objections.

But the good news is that Alexey Gladkov is taking over.
His current work-in-progress tarball is visible at
ftp://ftp.altlinux.org/pub/people/legion/kbd/kbd-1.13wip.tar.gz

So, in particular, any discussion about the future of kbd
should also involve him.
