BACKGROUND: In March 2011, President Obama directed the Department of the Navy, the Department of Energy and the Department of Agriculture to work with private industry to create advanced drop-in biofuels that will power the Department of Defense and the private transportation sector. The Department of Defense has recently completed the award process for three new contracts under the Defense Production Act Title III for the production of over 100 million gallons per year of drop-in, military-compatible biofuels with initial production beginning in 2016. Under the contracts, awarded to companies in Nevada, Oregon and on the Gulf Coast, the biofuels will have a weighted average price of less than $3.50 per gallon and produce at least 50-percent lower lifecycle greenhouse gas (GHG) emissions than that of conventional fuel. The completion of the award process is a major milestone in meeting the President's goal. Reaching this milestone will be the topic of an announcement by Secretary of the Navy Ray Mabus, Secretary of Agriculture Tom Vilsack, and Deputy Secretary of Energy Dan Poneman on Friday, September 19, 2014, at the Eisenhower Executive Office Building in Washington, D.C.
