[PATCH RESEND v4 7/8] RISC-V: add LiteX SoC and linux-on-litex-vexriscv support

LiteX is a Migen-based System on Chip, supporting softcore
VexRiscv CPU, a 32-bits Linux Capable RISC-V CPU.
